With tenure and the description you've given, the assistance is a decent deal.

However to take best advantage of it you need to make sure you find a house you won't want to move from for basically forever.

Once you know the terms, you can work out exactly "what it is" which will be $10-15k or so a year in "value" but front loaded so you can use it for a house. Probably still need to get the downpayment together.
