According to Christine Benz’s article, treasuries offer a better diversification benefit than municipals over more time periods hence wanting to use treasuries to rebalance.
It's all trade-offs; if tax implications make Munis a far better option in taxable for you, then that's the right choice. If it's close, then maybe you've got a hard decision, but then again it's unlikely to be a particularly important decision in the big picture.
