That's not correct. You cannot file for SS unless you have been 62 years old for the entire month. In other words, if you are born on the first of the month, you can file when you are 62 years 0 months. Everyone else can first file when they are 62 years 1 month.
You can start collecting benefits in your birth month at age 62 if you were born on either the 1st or 2nd day of the month. Very odd.

You gave some references to ssa.gov web pages that do make it sound like it's the the way you stated it, but they're (to be generous) imprecise. Those who enjoy such trivia can take a look at the POMS, a primary source of information used by Social Security employees to process claims for Social Security benefits. It explains the rationale and gives clear examples.
