The OP as focused on car-free. Walkable is a common shorthand, but at least for the purposes of this thread, public transit is included. One can live easily in lots of cities without a car. The OPs desire to avoid the cold, however, rules out easy walk/transit cities like NYC and Chicago.
That’s what I’m saying though, even in cities where there is public transit (think DC), there are lots of areas where it’s not really convenient at all. Where getting anywhere would take a long time and involve long hikes.
