Personal Finance (Not Investing) • My Medigap Dilemma

My parents (one of whom is still alive and turning 95 this year) have had great experience with Mutual of Omaha policy (Plan F) they bought when they turned 65. They were/are residents of a state which required underwriting for switching after IEP but just last year in 2025 their state (Virginia) changed the law to include a birthday rule.

But no complaints about MoO customer service (they just quietly and seamlessly pay every bill that Medicare forwards to them—and believe me there have been a LOT of expensive hospital and rehab stays over that period). As financial and medical PoA managing their care, the peace of mind this has provided me during stressful times is priceless.

Premium increases for my parents during all but the most recent last few years have been surprisingly stable. They have started to go up a bit in the last few years post-COVID but what my surviving parent pays for her MoO Plan F in Virginia still looks like a bargain compared to any Plan F available in my home state of residence (NY). It remains to be seen if the premium structure will change due to the 2025 change in Virginia law.

Lots of uncertainty in choosing policies right now. No guarantees your state laws won’t change (in either direction) or you might wind up moving to a state like NY that requires no underwriting in the future, or Medigap plans might even become dinosaur/unicorns going extinct if current trends moving folks onto MA plans.

As for broker support, that too is a gamble. I bought a Humana plan F-HD through a broker that provided great support at time of purchase and he’s still in business but he no longer sells or services Humana Medigap policies. He continues to represent other Medigap carriers and he also represents a number of MA carriers (including Humana!) but I gather Humana is no longer interested in compensating him to sell and service Humana Medigap plans.
