Tennessee: Chattanooga to Johnson City (favorable income taxes)
Georgia: Dalton
Alabama: East of Huntsville
Arkansas: Ozarks near Bentonville and Fayetteville
Virginia: Shenandoah Valley (I-81 corridor)
Other factors: Health care, proximity to a large airport with good domestic connections or even nonstop international flights (such as IAD or ATL), "university or lab town" (Oak Ridge, TN; Chapel Hill; Charlottesville), year round resident or snow bird.
For us, we'd want to be within 30-45 mins of a major airport and major university medical center which narrows things down pretty quickly (although medical care is changing very fast everywhere -- budget for concierge to help mitigate that). We would be in mountain states not southeast, but those are two things very high on our list anywhere.
