I'd ask you to consider a tax software program that will allow you to see how these moves might affect taxes and surcharges. It's unfortunate that tax law can be convoluted at times and a software program can show you in dollars/cents what a conversion might cost your parents. TurboTax, HR Block, and others are used a lot around here, and they're not expensive.
