Have you tried having the insurance set up so that the at-risk drivers are not covered to drive any of your cars other than each one's own car?
A friend had a situation where her carrier wanted to drop the college student, and I recall some sort of workaround where they were able to retain the coverage but that specific driver could not drive other household vehicles.
