The account doesn’t have a margin account (nor would they want one).

But, more importantly, we are not interested in paying interest in order to our own money back.

I guess you just have to comply with Vanguard's policies then.

Where is it written that Vanguard has a 9 month (or even longer) hold policy on transferring cash out of a brokerage account to a bank account that has been linked to that brokerage account for 9 months and in which money has been in that brokerage account (in a treasury money market fund, no less!) for 9 months?

I agree, you do have the work order in for them to fix it, so perhaps by next week it will work as expected from the treasury fund. In the meantime, you could try selling to settlement account and then transferring from there to the bank once it settles. See if that goes through.
